This seminar mainly discusses the hot and difficult issues in the field of science and technology evaluation, university evaluation, science foundation project funding evaluation and science and technology policy.

Conference registration and check-in
Reporting time: September 13, 2010 (Monday).
Location of check-in and accommodation: Xiyuan Hotel, Harbin Institute of Technology
(No. 21 Court Street, nangang district, Harbin, switchboard 0451-86417114)
Transportation: about 10 minutes' drive from the railway station, the taxi fare is about 10 yuan; about 40 minutes' drive from the airport, the minimum taxi fare is 120 yuan (including bridge toll).
Cost: 800 yuan/person for conference registration and 600 yuan/person for students (please show your student ID card when registering). The registration fee includes conference meals and information. Transportation and accommodation expenses shall be paid by oneself.

If the author is unable to attend the conference, the paper will be considered for non-inclusion in the journal and the collection of papers. Paper Submission
Please send the conference papers to the kjpj2010@163.com mailbox in WORD format. Please mark the file name as "First Author Name Paper".
The papers submitted will be strictly reviewed by experts organized by the organizing committee of the conference, and the papers admitted to the conference will be divided into excellent papers and qualified papers. Excellent papers will be published in "Scientific Research Management", "Management Science" and "Journal of Public Administration" (all three journals are included in CSSCI, and all are listed as "important academic journals of management science" by the National Natural Science Foundation of China. For details, please refer to the website: http://www.iss.ac.cn/managesci/pointjournal.pdf), and the excellent paper certificate of China Science and Technology Policy Research Association will be issued; qualified papers will be included in the conference proceedings, and select some of them to be published in the special issue of "Scientific Research Management" (500 yuan for layout fee).
Paper writing requirements
The paper should not exceed 8000 words. Summary of 100-200 words. Each paper should have the title, author's name, unit, key words and abstract. The basic requirements are as follows:
Basic layout: Word document, A4 paper, single line spacing
Margins: the top and left margins of the page are 3cm respectively, and the bottom and right margins are 2.5cm respectively
Title: Center, Small 2, Bold, Bold
Author: Center, Small Four, Song Style

Deadline
August 15, 2010: Conference paper submission deadline.
August 10, 2010: Conference and housing bookings close. (As September is the peak tourist season in Harbin and housing is tight, please send back your accommodation receipt as soon as possible so that you can book your room in advance. The hotel will arrange your accommodation according to the reservation and enjoy the conference price: standard room 200 yuan/day, business single room (with computer) 200 yuan/day, small single room 160 yuan/day.)
Visit and study activities
Divided into three groups of routes:
The first group (afternoon of the 15th): half-day sightseeing in the city (Sun Island Park, Siberian Tiger Garden, Flood Control Memorial Tower Square, Stalin Park, the largest Orthodox Church in the Far East-St. Sophia Church Square, Centennial Street-Central Street Pedestrian Street). It is estimated that the conference fee will be increased by 200 yuan.
Group 2 (afternoon of 15th): Harbin Institute of Technology (Science Park, Space Museum and Museum)
The third group (16-17): Jingbo Lake 2-day sightseeing (underground forest, hanging waterfall, swimming lake, etc.). It is estimated that the conference fee will be increased by 700 yuan.
